Parliamentary Debate: Examining Immigration restrictions and the specific expertise /education level required for the 30% Ruling

In view of the election on 22 November 2023 in the Netherlands,  political parties are taking a stand on a variety of international issues including the 30% ruling.

The Chamber, after hearing the deliberations,

noting that the Netherlands has to deal with migratory flows that exceed the capacity of our society and that tackling the resulting problems should not be delayed,

calls on the government to continue its efforts to get a better grip on asylum, labour and study migration by:

• continue to focus on asylum migration at European level to strengthen external border control, compliance with Dublin agreements, a more harmonised asylum and migration system and sound migration agreements with the countries around Europe;

• continue to strengthen the capacity of the Labour Inspectorate on labour migration, to tighten up soon as possible the expertise requirement in the 30% rule so that it better meets the needs of the economy and labour market, to explore how an education level for the admission of migrant workers from outside the EU can also contribute to this;

• on study migration, to send the Internationalisation in Balance Act to the House of Representatives this year, to enforce the use of the Dutch language in higher education and to make agreements within the EU to set higher requirements for the right to student finance for EEA students, including making a proposal that the requirement to be qualified as a migrant worker will be higher than 6 to 8 hours per week, and a waiting period becomes possible for the award of a grant and anti-cumulation rules may apply,

and proceeds to the order of the day.
