Highly Skilled Migrant – Salary criterion 2025

The 2025 salary levels for highly skilled migrants, Blue Card holders, key personnel of intra-corporate transfers (ICT) and recent graduates in the Netherlands have been published.

Per 1 January 2025 the following salary thresholds apply, gross per month excluding 8% holiday allowance. These thresholds apply to applications submitted as of 1 January 2025.

  • Highly skilled migrant 30 years and older:    EUR 5,688   (in 2024 EUR 5,331)
  • Highly skilled migrant younger than 30 years:  EUR 4,171  (in 2024 EUR 3,909)
  • Highly skilled migrant who is eligible for the reduced salary requirement (e.g. graduated in the Netherlands): EUR 2,989  ( in 2024 EUR 2,801)
  • European Blue Card holder:   EUR 5,688  (please note in 2024 the EU Blue Card has become more attractive due to major changes in the requirements and salary criterions; the salary criterion used to be: EUR6,245).
  • European Blue Card holder Reduced Salary: EUR 4,551

* These are the minimum required gross monthly salaries excluding holiday allowance. The salaries for highly skilled migrants and Blue Card holders must also be always at market level and should be paid on a monthly basis.

In brief, the salary is the fixed monthly salary (in cash) and contractual agreed monthly allowances (in cash)  excluding the holiday allowance (8%). The amounts should be transferred to the bank account in the name of the employee.

If the application is submitted in 2024 the salary criterions of 2024 are still applicable (even if the employee starts to work in 2025).
